Thanks to everyone who replied. With all your help we figured it out. Ended up being the TPS. We replace the TPS and reset the computer and the TP % started responding like it should. Thanks to all of you for your support.

We removed the NGK wires and replace with a set of Denso wires. The customer has been driving for 2 weeks with no problem so far but I'm still not totally convince its fixed. Definitely its not a cam timing problem. Trouble codes: 13 (Cam Position Sensor).
