2003 Lincoln Navigator 5.4L Drivers Side Climate Controlled Seat VIN: 5LMFU28R73
So the fix was the Thermal Energy Device in the seat cushion. I was getting a tempature reading of 130 degrees so I removed and tested in passenger seat with same problem.. Replaced TED and all is well.
