THANKS TO ALL WHO REPLIED.
PULLED THE FRONT COVER BACK OFF AND FOUND THE JACK SHAFT TENSIONER HAD LOST THE PLASTIC GUIDE PART. SHOULD HAVE REPLACED ALL OF THE CHAINS, GUIDES AND TENSIONERS THE FIRST TIME. THIS IS A HARD LESSON LEARNED.
