Thanks to all the good advice, I am certain this thing is not going in to closed loop. Hondas need proper input from the MAP sensor, TPS, and O2 sensor. I will get my pin-out chart for the ECM and fix this thing.

Well I bit the bullit and replaced the heater core, now heat stays at Idle and while driving. Still a very slight drop in heat at idle, probably about 5 degrees. I'm happy, Customer is happy. Thanks for the replies.

Numerous replies pointed to a plugged reservoir screen. I had backflushed it with solvent, but I guess that doesn't work. [...] suggested poking a hole in it. That worked, so it will be getting a new reservoir. Thanks for the help.
