That's how I explain it to customers as well. I will install the part for $x.xx, and it it still doesn't work, I will diagnose it for $x.xx. Most of the time, that customer will have me diagnose it first. If it's a really simple diagnosis, I will even check it first, rather than wasting their money if they are wrong.
