I installed new cam phasers, timing chain and tensioner. car runs fine but still has that P0016 code that comes back on second drive cycle. looked at cam position PID's and they are both at 9deg and both activate properly. It seems that this vehicle was suffering from fuel pressure loss through either injectors or injector rail. Thanks to every one for the help, this one is fixed, I did removed the intake manifold and found intake ports and valves full of carbon, cleaned them with a pick and brake cleaner and now the car runs perfect.
