1997 Pontiac Sunfire SE 2.4L Timing Chain Tensioner

We replaced the timing chain tensioner & it keeps bleeding down.(Chain goes slack when engine off) Is there a check valve problem, or a proper proceedure that we are unaware of ? It don't look right & there is nothing in our manuals about setting it up.
