Diagnosed this vehicle as having a fuel problem. scan tool data showed approx. 1 volt TPS input w/ key [...] TPS and car ran better. Now the scan tool showed 5 volts TPS input w/key on. But would not set a code 21. Disconnected the wiring at the ECM and checke...
