Car uses a speedo cable. Speed buffer and ECM have both been replaced with no change. Lab scope shows a good VSS signal at the ECM, but Snap On scanner shows 0 mph. Car has no lock up of the torque converter. Mastertech scanner doesn't want to work on this car...
