Coworker installed a fuel pump but vehicle stiil does not start. While cranking, the anti theft light blinks rapidly.

No fuel pressure and no injector [...]-on scanner will not communicate with PCM but will with GEM.I have grounds at terminals 24,25,51,76,77,...
