Vehicle came in for a smog inspection and it failed idle and cruise CO and HC, running full rich. No continuous memory codes; KOER code 21=ECT out of range. Checked voltage between pin 7 and 46= .2volts at operating temp. Replaced ECT and now getting 1.1 v...
