Vehicle wont idle, will run with throtle partially open but surge up and down.

Vehicle had code 51 Lean O2 in both banks, Looking at scanner reading was steady at 0.12 volts.

Now after replacing both O2 and a IAC motor runs the same and also code 51 came rig...
