1991 Plymouth Grand Voyager SE 3.3L Booster

Car towed into shop without any power brake assist. The car will stop, but requires excessive pedal effort, as if a vacuum booster had failed. This vehicle does not have a vacuum booster. Could it be a hydrolic unit or pump? Thanks in advance, Clint Wright.
