What is the CORRECT amount of refrigerant charge (still an R-12 system, NOT retrofitted) for a 1992 Honda Civic?

The underhood label says 17-19 oz.

The Honda Dealer Service Manual says 21-23 oz.

Mitchell On-Demand says 21-23 oz.
