The fans should come on around 220 PSI, and sensor voltage is roughly linear to pressure, 1.0 volts 100 PSI, 2.0 volts 200 PSI, etc. I suspect you have a defective solid state relay, it's an extremely common defect and the reason these vans were recalled.
