Their terminology is poor.

A reference voltage is what is sent out to a sensor. Signal voltage is what the sensor modifies it to and sends back to the ECM/ECU etc.

Your 0.045v is a signal voltage as is their specs. of "reference voltage of .1 to 4.75"
