David, We too are in Canada and have been able to purchase OE tools. We currently have a Tech 2 (you can buy from Bosch/ Vetronix) and IDS & DRB3 ( we purchase thru [...] [[...]] ). They help set everything up so we can flash. HTH. Mike Login to read more.
