A formula I just dug out of the web because I was too lazy to go out to the shop and find my Fluke 88 conversion table:

Dwell = (360 divided by # of cylinders) x (%DC divided by 100%)

So, assuming the Mustang is a V-8, 45 times .99 equals 44.96 degrees.
