Hi James, to the best of my recollection, on a 1999 Expedition the GEM is plug and play. You may have to change some of the programmable parameters such as tire size/axle ratio, 4WD, etc depending on what options the vehicle has on it, including Rear ABS or 4 ... Login to read more.
