i second the needle scaler and 3rd or 4th the heavy knotted wire wheels in a very heavy duty drill. buy a nice used 2 handled milwaukee so you have some control. you can go to town with that and a good knotted wheel. if its not enough, needle scalers are amazi... Login to read more.
