I haven't done this myself, but I have been reliably informed that the SRS applications on the Pocket Tester do cover OPDS initialisation for SRS99 and SRS03, to be run when changing either the SRS or OPDS ECU's, so should be OK for Accord 2003/2004. ... Login to read more.
