Hi Bill,

This may not be what you're hoping to hear, but I would say your best hope is with the EPA or CARB enforcing their rules. Either Volvo has to agree to release the download and other capabilities to Autodiagnos, Infocar and others or Volvo has to ame... Login to read more.
