You are somewhat correct. A generic OBDII code reader can get through. But you only get global OBDII codes from the PCM. No other modules. You can also do this with a top end Autel scanner. Just select "EOBD" rather than go through the VIN or Chrysler, Dodge, ... Login to read more.
