There are a lot of "what-if's" or "it depends" in your scenarios:

Ford: If it isn't a PATS vehicle, nothing is required. Just plug and play, no IDS needed.

Ford: If PATS vehicle, you will need 2 of the new keycut, and perform the PATS relearn.
