Latest PICO software - won't open/run, WIN errors

I downloaded the latest "stable" version of PICO's automotive software.

I'm running it on a Dell laptop, Win XP Pro, all updates from MS are installed.

AVAST Free anti-virus software.

Only software on the machine is AutoEnginuity and PICO.
