A general rule of thumb for VIN/SKIM with Chrysler vehicles...

Pre-CAN you can use the Toolbox. ~2005-2010 (CAN vehicles) toolbox does not work with. You will need OE tool. ~2010+ this should be a part of the Chrysler J2534 application.
