Iota & Midtronics are 13.6 no load and 13.4 full load.....so I would say these are a little low.

Others will chime in as to the exact voltage some vehicles decide to stop the programming cycle. For some reason 11.8 rings a bell with GM, but don't qoute me on... Login to read more.
