Try this, maybe in Safe Mode. Open the registry (Run, regedit) go to HKEY_CLASSES_ROOT\Applications\[...]\shell\open\comma nd and check the entry and make sure it ONLY reads like, including all quote marks:

"c:\windows\[...]" "%1"
