Forgot one other thing...

In Explorer, check the ACTUAL Shortcut properties by going to: Windows, Start Menu, Programs, Select MS-DOS Prompt, Properties, Program Tab, Cmd line should read:

C:\WINDOWS\[...]

and the working should read:

C:\WINDOWS... Login to read more.
