Bill, take a look at any "add-ins" for outlook TOOLS/OPTIONS/ADVANCED OPTIONS/COM ADD-INS

You may have to disable all of them , restart Outlook and test each one at a time as you re-enable them. Some non-MS add-ins flake out every once in a while.
