Have you tried the "repair" IE option? And also checked in at the M$ Update page, perhaps a security update is missing and broke something.

IE repair is accessed through Add/ Remove Programs in Control Panel (in 98SE anyway). Tick M$ IE6 SP1... Login to read more.
