I don't think you can upgrade the '99 cartridge. I just did my upgrade yesterday to 2001 domestic - the cartridge that we upgraded was the 1996-2000. The 99 cartridge remains the same. (Remember that the -99 cartridge is primarily meant for pre-OBDII vehicles,... Login to read more.
