You weren't looking at the "TPS" voltage test when you saw 100mv as a KOEO reading, you were looking at the "OUT OF RANGE/NO SIGNAL" test. Look again and you'll see that the 'less than 100mv' reading refers to the 'ground side' drop in the circuit, used... Login to read more.
