Matthew, The K line is on pin 7 of the Data link connector. Check it for voltage, if 12v DO NOT HOOK UP YOU SCANNER. The K line can have some voltage, around 3-4 volts through a high impedance source and you scanner pulls that voltage to ground to start commun... Login to read more.
