Last week I ran into a similar situation, needing to get all but the EVAP monitor to complete to SMOG a vehicle here in california. It was a 99 Tahoe. Had the same P0463 stored, no MIL on. EVAP would not run, all other monitors completed. Took 3 total ... Login to read more.
