As Einstein says, "It's all relative"

If you go from 1 ppm to 40 ppm then that's 40 times as high.

If you go from 100 ppm to 4000 ppm it's also 40 times as high...but there's a HUGE difference betwixt the two even though the ratio is exactly the same.
