I had thought 2 incomplete are allowed for 96-2000 so before I posted I checked the 2014 laws and regulations and read that the rule is 1 incomplete for 96-99, and only evap on 2000 and later. Check out 3340.43 9 (a) and (b): (down at the bottom):
