Old F350 with no EGR till 55mph: NOx failure

Friends,

This is an old problem but I haven't seen it recently and forgot which applications had the issue. This 9200 GVW Ford with a 7.5L V8 fails NOx. EGR doesn't come on till 55mph but that is a design issue, not something I can fix.
