Because the way the legislation is written, if the vehicle cannot handle cruise at the dynamometer load and speed, a TSI is ok. Also if the dyno is inop and you only have one machine, TSI is ok. Its in the CCR. I forgot the subsection but we have it printed at... Login to read more.
