hi Robert, I just had the same truck type here,had failed for incomplete monitors but if you look closeley federal heavy duty (over 8600) are non OBD2 I found that in the Ford section on IATN under OBD2 descriptions. So you probobly smogged it correctly BG. Login to read more.
