I've said it before, and I'll likely say it again..... eliminate the CAP program!!! All I see it as is taxpayers subsidizing wrecks to remain on the road! If people can't or won't maintain their vehicles to a common standard then they don't get a tag! PERIOD!!... Login to read more.
