Hi Bob, I had a Chevy a few years back with no egr signal from ECM. I almost replaced the ECM. Turned out to be a bad PRNDL sw! If the ECM doesnt see the car in gear it wont open the egr. I don't know if Honda is the same but its worth looking at. Login to read more.
