P0420 is a cat inefficiency code. P0420 would not be used
to diagnose an O2 sensor. Under no circumstance would P0420
be used to diagnose an O2 sensor. But a malfunctioning post
cat O2 sensor may cause OBD2 to think the cat is
inefficient.
