As my understanding goes, Test Onlys are NOT REQUIRED to have scanners. They ARE required to have a means of pulling codes (I have no idea why) and a means of testing the EGR system. Under the old Bob Day system, on OBDII if the light wasn't on, it passed. Und... Login to read more.
