I would say they can meet 1/2 way.

Have the non-smog shops get a certified technician. Its JUST a 20 hour course and a test for an experienced tech...not THAT big a deal.

Bar can then relax the law to allow any certified TECHNICIAN to perform emissions rep... Login to read more.
