Bravo Pat! That rate is probably realistic. In Mass. We were nearly there for the first 12-18 mos, and somehow as the cut-points got tighter, the failure rates went down! (I think someone's "complaint line" phone was ringing too much) We aren't even at 3% now.... Login to read more.
