Smog Check low-pressure evap test in July?!

Has anybody noticed this document on the BAR website? [...] If you open the BAR File #66.2 it apparently proposes that all Smog Check stations are required to have new Evap Test Equipment by July 2002. Has anybody seen an ET Blast on this yet?
