It's NOT OBD II.

During the "transition years" 1994 and 1995, GM in particular, still used the old OBC system, but put the OBD II connector on.

Your scan tool supplier SHOULD have an adapter so the OBC Scan Tool can plug into the OBD II connect... Login to read more.
