Another OBDII Gross Polluter, No MIL

Hi Emission Forum,

I wanted to try out my OBDII upgrade and see if I could fail a vehicle for not having most of the monitors run. I had a 97 Dodge Van come in for a LOF and tire rotation, and thought this would be a good test subject.
