Unfortunately, this is a growing trend. When I worked at Ford Dealer 2 years ago they had an "information sytstem" known as SBTS. This was nothing more than a Hewlitt-Packard 486 running WIN 3.1. It had 2 CD-Rom drives but 1 was sufficient.
